Infusing Values into Community Policing

Racine Police Chief Art Howell, ’08, has been an outspoken proponent of community policing.

Community policing is a philosophy that promotes organizational strategies that support the systemic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues, such as crime, social disorder and fear of crime.

About Chief Howell:
Appointed to the City of Racine Police Department in July 1984, Art Howell, '08, has served the citizens of the Racine Community in a law enforcement capacity for the past 34 years. Howell has served in a number of positions within the department during his tenure including; gang unit officer, traffic investigator, detective, and public information officer. After being promoted to the rank of lieutenant in 2000, Howell served as the Lieutenant of Detectives. After being promoted to the rank of captain in 2003, Howell was assigned to the Support Services Division where he oversaw the department’s 24 million dollar budget. In 2008, Howell was transferred to the Investigative Division in his new rank as Deputy Chief of Police.

Chief Howell is a graduate of the 235th Session of the FBI National Academy in Quantico, VA. While attending this 3-month training course with law enforcement professionals from around the world, Howell completed his Master of Science in Management from the College of Business and Management from Cardinal Stritch University.

In addition to his many duties and responsibilities within the Racine Police Department, Howell is active in the Racine community serving on numerous boards and committees including; the United Way of Racine County (past Board Chairman), the Homeless Leadership and Assistance Organization (past Board Chairman), the Siena Catholic Schools of Racine (Facilities & Technology Committee member), Racine Community Foundation (Grants Committee member), the YMCA, the Wheaton-Ascension Foundation, and the First Choice Pre-Apprenticeship Training Program.
